This namespace preceded the use of http://www.w3.org/1999/XSL/Transform for XSLT. Original Microsoft XSLT implementation referred to this namespace, the final release of MSXML 3.0 already implements the final one.
The draft containing this namespace defined an early version of XSLT 1.0, which had changed dramatically till the final release. This namespace should be used very cautiously and only if compatibility with older releases of Internet Explorer 5 is required.
